We do indicate the cable diameter of Master Lock Cable Gun Lock # 99KADSPT as being 2mm, which I agree does sound rather small. So I went to our warehouse and measured this item with a digital caliper to get a confirmed cable diameter. The exterior diameter of the cable is 5mm. This includes the vinyl wrap on the cable.

The cable lock on the Archway, # TH9009XT, is indeed only long enough to reach around the nearest bike to it (the outside bike). My Thule contact stated that if carrying just one bike on the rack and you wanted to lock it, using the furthest out position is permissible and deemed perfectly safe.
However, if you wanted to you could use a separate cable lock, like # e98891, and leave the bike in the position closest to the vehicle.
